Installing an above-ground pool over the 24-inch/5,000-gallon threshold without a permit is a stop-work item subject to corrective-permit fees under the adopted California Building Code. Leaving an access ladder in place on a barrier-by-wall pool when unattended can be pursued as a code-compliance issue because it defeats the required barrier. The pool cannot be finaled until it passes barrier inspection.
