Per 2020 NY Residential Code Appendix AG and ICC standards, barrier must be at least 48 inches high measured from outside; openings must not allow passage of a 4-inch sphere; gates must be self-closing with latch at minimum 54 inches above grade. Above-ground pools with removable ladders meet barrier requirement when ladder is secured or removed.
