Swimming pool fencing in Allegheny County follows PA UCC adopting IRC Appendix G / Section R326. Pools 24+ inches deep require barrier minimum 48 inches high with self-closing, self-latching gates opening outward. Gate latch minimum 54 inches above ground. Openings must not allow 4-inch sphere passage.
IRC Appendix G (adopted by PA UCC) requires pool barriers to fully enclose pool area with no openings permitting passage of a 4-inch sphere. Maximum 2-inch clearance under fence. Horizontal barrier members more than 45 inches apart required on outside face. Chain link mesh openings cannot exceed 1.25 inches. Gates must self-close and self-latch with latch 54+ inches above grade (or on pool side 3+ inches below top with no openings within 18 inches). Dwelling wall may serve as barrier if doors leading to pool have audible alarms (IRC R326.5). Power safety covers meeting ASTM F1346 may substitute for some barrier requirements. Allegheny County municipalities enforce through building inspectors during UCC inspections.
Non-compliant fencing: stop-use order, fines $100-$1,000 per day. Potential civil liability under attractive nuisance doctrine for injuries.
