The bottom of the barrier may sit no more than 2 inches above grade over grass, mulch or gravel and no more than 4 inches over solid surfaces. An inadequate or missing barrier is a Uniform Statewide Building Code violation; Henrico can withhold final inspection approval, issue a notice of violation, and assess civil penalties. The pool may not be used until an approved barrier passes inspection.
