Oregon's statewide residential code (ORSC Appendix G) sets the pool-barrier standard enforced across Marion County. The barrier must be at least 48 inches tall on the side facing away from the pool, with no more than 2 inches clearance under it and no openings a 4-inch sphere can pass. Horizontal members spaced under 45 inches apart must sit on the pool side, with vertical spacing limits to prevent climbing. The house wall may serve as one side of the barrier only if doors are alarmed or otherwise protected.
A non-compliant or missing barrier is a code violation that can block final inspection, and the pool may not be filled or used until the barrier meets ORSC height and opening standards.
