A building permit is generally required to install a spa and a plumbing permit for its equipment, with the city's Building Division reviewing the work. Setbacks for equipment such as pumps are measured the same way as the spa itself.
A spa placed in a required front yard or inside the three-foot/five-foot setbacks violates Section 23.12.150. A spa deeper than 18 inches without the required Chapter 9.52 barrier or, for a new installation, the state drowning-prevention features (such as an ASTM-compliant locking safety cover) is in violation and can be cited. Installing a spa or its equipment without required permits is also a code violation.
