In unincorporated Sacramento County, a spa or hot tub with a locking safety cover meeting ASTM F1346-91 is not required to provide other barriers. Without such a cover, the spa or hot tub must meet the full pool barrier requirements of County Code Section 16.36.130.
Sacramento County Code Section 16.36.120 defines spas and hot tubs within the 'swimming pool' definition (any structure holding water over 18 inches deep). Section 16.36.130 gives a specific allowance: a spa or hot tub equipped with a locking safety cover that complies with ASTM Standard F1346-91 is not required to provide other barriers. Where a locking safety cover is not provided, the spa or hot tub must comply with the same barrier requirements as a pool - including the 60-inch barrier, gate self-closing/self-latching rules, and opening limits. The County's energy provisions also require a cover for outdoor spas (with a solar exception), and pool/spa heating equipment must meet mandatory efficiency standards (on-off switch, no pilot light, weatherproof operating instructions). Spa and hot tub piping must pass the same pressure test before being concealed. Electrical rules require GFCI protection and bonding of metal parts within 5 feet of the spa, and lighting/ceiling fans over a spa generally must be at least 7 feet 6 inches above the maximum water level and GFCI-protected. A building permit is generally required; verify with County Development and Code Services.
A spa or hot tub without an ASTM F1346-91 locking cover and without a conforming barrier is non-compliant. Missing GFCI protection or bonding will fail electrical inspection.
