The city adopted the 2024 International Swimming Pool and Spa Code as OPMC Chapter 16.380 by Ordinance BC-3499. Its local amendment at 16.380.305.1 states that where spas or hot tubs carry a lockable safety cover complying with ASTM F1346, the area containing them need not comply with Sections 305.2 through 305.7, the barrier and gate provisions. A spa without that cover falls under 16.380.305.2.1: a 48-inch barrier measured on the outside face, no more than 2 inches of clearance above grass or gravel, and no more than 4 inches above a solid surface.
