OPMC 7.22.040 makes it unlawful for a property owner, resident, or vehicle owner to keep an inoperable vehicle outside an enclosed building. Inoperable covers junked or dismantled vehicles, a missing current registration plate, missing parts needed for lawful street operation, and anything sitting on jacks or blocks. A single inoperable vehicle is allowed for fifteen consecutive days. Under 7.22.050, a vehicle in a residential district whose license plate is hidden by a tarp, cover, or vegetation is deemed inoperable, and the owner gets fifteen days from notice to show a valid plate and registration. OPMC 12.20.001(D) authorizes towing any vehicle left unattended on a public street or City property beyond 48 consecutive hours.
