The routine dog/cat registration process under 6.04.030 collects whether an animal happens to be microchipped as one data point on the registration form, but it doesn't require chipping. The actual mandatory requirement lives in the dangerous-dog chapter. Once a dog is designated dangerous under 6.10.010(B) or (C), based on a documented bite or attack causing severe injury, or a prior dangerous-animal finding elsewhere not based solely on breed, Section 6.10.030(E) imposes a package of 10-day deadlines on the owner: item 8 requires proof of microchipping delivered to the City Clerk, alongside item 9's requirement to spay or neuter the animal and item 5's requirement of $300,000 in liability insurance, plus two color identification photographs under item 6. Item 10, "Failure to Comply," makes it unlawful to miss any of these conditions, including the microchip deadline, and any dog found in violation is subject to immediate seizure and impoundment, with the dog's license and permit revoked.
