030 exceptions. 010(B) if it has a disposition to attack or bite without provocation and causes a severe injury, and city or Chief Animal Control Officer bite records are prima facie evidence of that status. 030(E) imposes mandatory conditions: a leash no longer than 4 feet plus a muzzle whenever the dog leaves its kennel, a locked pen with sides buried at least 2 feet or a secure floor, a ban on keeping the dog anywhere it could escape through an open window or screen, "Beware of Dog" signs at both the residence and the kennel, $300,000 in public liability insurance proof filed with the City Clerk at initial and renewal registration, two color identification photographs within 10 days, written reports within 10 days if the dog is removed or dies or the owner moves, and proof of microchipping and spay/neuter within 10 days. Failure to comply with any condition triggers immediate seizure, impoundment, and revocation of the dog's license and permit.
