Overland Park, KS Animal Ordinances: Dog Leash Laws (2026)

020(A) makes the residential property of the owner, keeper, or harborer the dog's default confinement, and lists narrow exceptions for taking a dog off that property: on a leash no longer than 10 feet, under a responsible person's control; confined in a cage or the enclosed interior of a vehicle, with open truck beds requiring a cage or a leash that stops the dog jumping or falling; under the owner's control at an AKC, UKC, or other organized dog club trial, show, or exhibition; or during legal hunting or hunting-training activity, subject to firearm rules and landowner permission and barred from public parks and recreational facilities.

Dogs already registered as vicious must be muzzled and under adult control whenever off the property. "Confined to the residential property" excludes an electric fence that simply shocks on contact, but an electronic fence or collar is allowed if the dog stays at least 10 feet from any public sidewalk or contiguous property line, is never confined in a front yard by it, and isn't a dog already found dangerous, since those can't use an e-fence or collar at all; owners using one must post signage warning the public.
