Kansas has no statewide building code, so Overland Park sets residential pool barrier rules itself. The city adopted the 2024 International Swimming Pool and Spa Code and amended Section 305.2.1 to require a 48-inch barrier around outdoor pools and spas at one- and two-family homes.

The top of the barrier shall be not less than 48 inches (1219 mm) above grade where measured on the side of the barrier that faces away from the pool or spa.

Chapter 16.380 adopts the 2024 ISPSC by Ordinance No. BC-3499. The city's own amendment at 16.380.305.2.1 fixes barrier height at 48 inches above grade, measured on the side facing away from the pool, around the entire perimeter and for 3 feet horizontally outside it. Ground clearance underneath is capped at 2 inches over grass or gravel and 4 inches over concrete. Spas and hot tubs with an ASTM F1346 lockable safety cover are excused from the barrier sections. Pools not on a one- or two-family lot follow the Johnson County Aquatic Health Code, enforced by JCDHE under 7.25.303.1. Barrier fences also need a UDO fence permit.
