Hot tubs and spas in Pittsburgh fall under the PA Uniform Construction Code and the adopted International Swimming Pool and Spa Code (ISPSC). A building permit from the Bureau of Building Inspection is required for any spa or hot tub with water depth of 24 inches or more. Under the ISPSC, a spa or hot tub equipped with a lockable safety cover that meets ASTM F1346 standards is exempt from the requirement for a full 48-inch perimeter barrier. The cover must be able to support the weight of a child without collapse. All hot tub electrical installations require a dedicated GFCI-protected circuit and must comply with the National Electrical Code. Metal components within 5 feet must be bonded. Hot tubs must be placed in compliance with zoning setback requirements for accessory structures. Drainage must not discharge onto neighboring properties.
