Under the Pennsylvania Uniform Construction Code (UCC), codified at 34 Pa. Code Chapter 403, a construction permit is required for any residential swimming pool, spa, or hot tub with a water depth of 24 inches (610 mm) or more. This includes both in-ground and above-ground installations as well as temporary or inflatable pools that meet the depth threshold. The permit application is submitted to the Pittsburgh Bureau of Building Inspection. Plans must show pool dimensions, setback from property lines, barrier and fencing details, electrical bonding and grounding layout, and drainage provisions. Electrical work must comply with the National Electrical Code -- all metal within 5 feet of the inside pool wall must be bonded with an approved grade of copper wire. A final inspection verifying the pool, fencing, and electrical bonding is required before the pool may be used. Failure to obtain a permit may result in stop-work orders and fines.
