HSC §115922(a) enumerates the seven approved features: (1) an enclosure isolating the pool from the home meeting §115923; (2) removable mesh fencing meeting ASTM F2286 with a self-closing, self-latching, key-lockable gate; (3) a manual or powered safety pool cover meeting ASTM F1346-23; (4) door/window exit alarms with audible continuous or repeating verbal warning; (5) a self-closing, self-latching device on doors with direct pool access, release at least 54 inches above the floor; (6) an in-pool water entry alarm meeting ASTM F2208; (7) other protective means independently verified to provide equivalent protection. The building permit applicant must include a statement on the plans identifying which two features will be installed (HSC §115925), and a private home inspector must note the presence/absence of features upon sale (HSC §115924).
Issuance of a final permit is conditioned on installation of the two declared safety features. Operating an unpermitted or noncompliant pool may trigger code enforcement action under Daly City Code Title 12 and Title 4 (Public Safety). Negligence per se liability applies in drowning cases.
