Pool alarms must detect entry anywhere on the water surface. Public and semi-public pools (clubs, HOAs, condos, hotels) fall under 10 NYCRR Subpart 6-1 and must have lifeguards, CPR-certified supervision, posted capacity, and operator permits from Westchester County DOH.
Alarm violations: $500 first offense, $1,000 subsequent. Public pool violations: up to $2,000/day.
