ROH § 16-6.2 (Article 6, Chapter 16 Building Code) mandates that every residential pool be enclosed by a barrier no less than 48 inches above finished grade on the outside face. Gates must be self-closing and self-latching with latches at least 54 inches above ground, opening away from the pool. No opening in the barrier may allow passage of a 4-inch-diameter sphere. Maximum ground clearance is 2 inches. A Department of Planning and Permitting building permit is required for pool construction. Violations are prosecuted under ROH § 16-6.6 (Violation–Penalty).
