Under Revised Ordinances of Honolulu Β§ 16-6.2 (Article 6: Residential Swimming Pools), every residential pool must be surrounded by a fence or barrier no less than 48 inches above finished ground level. No opening in the barrier may allow passage of a 4-inch-diameter sphere; vertical clearance at the base may not exceed 2 inches. Access gates must be self-closing and self-latching, with the latch mechanism at least 54 inches above grade. Gates must open away from the pool. House walls may serve as part of the barrier only when pool-access doors are self-closing, self-latching, and equipped with alarms. Violations are governed by ROH Β§ 16-6.6, enforced by the Department of Planning and Permitting.
