Albany County Department of Health regulates public, semi-public, and camp pools under 10 NYCRR Subpart 6-1, including water quality, lifeguard staffing, and operating permits. Residential pools follow the NYS Residential Code Appendix G.
Public, semi-public, and camp pools operating in Albany County must obtain an annual operating permit from the Albany County Department of Health Environmental Health Services, located at 175 Green Street, Albany. Under 10 NYCRR Subpart 6-1, operators must maintain disinfectant residuals (chlorine 1.0-5.0 ppm), pH 7.2-7.8, keep daily water quality logs, and provide certified pool operators. Lifeguards meeting 10 NYCRR 6-1.31 standards are required at most public facilities. Residential pools are governed by NYS Residential Code Appendix G and the Uniform Code (Executive Law 387(14) requires pool alarms for pools built or substantially modified after December 14, 2006, compliant with ASTM F2208). Local building departments inspect residential installations; the County DOH does not regulate backyard pools unless operated as a club or camp. Report public pool problems at (518) 447-4620.
Public pool violations: permit suspension, fines up to $2,000 per violation per day under Public Health Law 12. Residential pool alarm/barrier violations under NYS Uniform Code: up to $1,000 per day. Operating a public pool without a permit is a misdemeanor.
