All new private pools and spas at single-family homes in Stockton must include at least two of seven approved drowning-prevention features verified at final inspection — per California Health & Safety Code §115922.
California Health & Safety Code §115922 (the Swimming Pool Safety Act, last amended effective 2018) requires that when a building permit is issued for the construction or remodel of a swimming pool or spa at a single-family home, the pool must be equipped with at least two of the following seven drowning prevention safety features: (1) an enclosure meeting §115923; (2) removable mesh fencing meeting ASTM F2286 with a self-closing self-latching gate; (3) an approved ASTM F1346 safety pool cover; (4) exit alarms on doors with direct pool access; (5) a self-closing self-latching device on those doors with the release at least 54 inches above the floor; (6) an ASTM F2208 alarm sensing entry into the water; or (7) any equivalent means approved by an independent testing laboratory. The final inspection conducted by Stockton building inspectors must verify compliance under §115922(c). The same combination cannot be used twice on the same door — for example, an exit alarm plus a self-closing latch on one door does not satisfy the two-feature rule.
A pool that fails the final drowning-prevention inspection cannot be filled or used until corrections are made and re-inspected. Violations may delay final building permit sign-off, withhold certificate of occupancy on a remodel, and expose the property owner to civil liability.
