Under SMC Chapter 15.16, Stockton adopts the International Swimming Pool and Spa Code, 2024 Edition, for all pool and spa construction. Poured concrete must meet a minimum of 2,000 psi at 28 days, and pneumatically placed (shotcrete) concrete must achieve 2,500 psi minimum compressive strength. Electrical work requires a separate electrical permit, and all pool wiring must comply with NEC Article 680 (Swimming Pools, Fountains, and Similar Installations). Pool heaters cannot have continuously burning pilot lights per California Energy Code. A 36-inch minimum length of plumbing must be installed between the filter and heater to allow for future solar heating equipment. Inspections by the Building Official are required at multiple stages before the pool can be filled and used.
