Section 115922 requires at least two of seven features: isolation enclosure, removable mesh fencing (ASTM F2286), safety cover (ASTM F1346), door exit alarms, self-closing self-latching door device with release at least 54 inches above the floor, water alarm (ASTM F2208), or other approved means. Section 115923 requires the isolation barrier to be at least 60 inches tall, no more than 2 inches above ground at the bottom, prevent passage of a 4-inch sphere, have no climbable surface, and have a gate opening away from the pool with a self-latch at least 60 inches up. Section 115924 requires inspection before final approval. Alameda County Public Works Agency Building Inspection enforces.
Installing or remodeling a residential pool without at least two of the seven HSC 115922 features will fail county building inspection and can support a stop-work order. A barrier shorter than 60 inches, gate latches under 60 inches, or failing the 2-inch or 4-inch sphere rules in Section 115923 also fails inspection.
