Limited exemptions cover loose-leaf pipe tobacco, premium cigars (priced over $12), and shisha tobacco sold in licensed hookah lounges. The ban applies to in-person retail sales statewide. Cities and counties cannot authorize flavored sales but may enforce stricter rules.
