Under CGS Section 21a-336 and related provisions in Title 21a Chapter 420a, retailers selling cigarettes, tobacco products, electronic cigarettes, and vapor products must hold a state dealer registration certificate from the Department of Consumer Protection. Vapor products are subject to a wholesale tax and retailers must verify customer age. Public Act 19-13 raised the minimum sales age and added vape regulations. Municipalities can enforce zoning restrictions on vape shops but cannot create separate retail licensing schemes that conflict with the state regulatory framework.
