NRH requires trash and recycling carts to be stored out of public view between collections, typically behind the front building line or inside a garage. Carts can be set curbside no earlier than the evening before pickup and must be returned within 24 hours.
The NRH Code of Ordinances and Zoning Ordinance require refuse and recycling carts to be stored to minimize visibility from public streets. Between collections, carts must be kept behind the front building line of the principal dwelling, in a side yard, rear yard, garage, or behind a screening fence or wall. Carts placed in side yards visible from the street should ideally be screened by landscaping or a privacy fence. On collection day, carts must be placed at the curb with the wheels against the curb, handle facing away from the street, and with 3 feet of clearance on all sides to allow automated collection arms. Carts cannot block sidewalks, storm drains, mailboxes, or fire hydrants. The earliest set-out time is the evening before the scheduled collection day, and carts must be retrieved from the curb within 24 hours after pickup. Damaged carts are replaced by Republic Services at no cost to the resident. Additional carts may be requested for an upcharge. Multifamily dumpsters must be screened per zoning and kept in designated enclosures.
Violations start with a warning. Subsequent violations are Class C misdemeanors with fines of 50 to 500 dollars per day. HOAs may impose additional fines for CCR violations on screening.
