Haltom City requires residents to store trash and recycling carts behind the front building line between pickups and to place carts curbside by 7 AM with 3 feet of clearance on all sides for automated pickup.
Haltom City Code of Ordinances requires residential solid waste carts to be stored out of public view between collection days. Acceptable storage locations include behind the front plane of the house in the side or rear yard, inside a garage, or behind a privacy fence. Carts visible from the public street or right-of-way beyond 24 hours after the scheduled collection are a property maintenance violation. On collection day, carts must be rolled to the curb with at least 3 feet of horizontal clearance on each side and overhead to allow the automated sideloader arm to grasp and dump the cart. The wheels should face the house and the handle should face the street so the opening tilts correctly into the hopper. Carts must not block sidewalks, mailboxes, fire hydrants, driveways, or on-street parking stalls. Set-out is required by 7 AM on the scheduled day. The preferred practice is to place carts at the curb the evening before. After collection, carts must be returned to their stored location within 24 hours. Damaged or missing carts are replaced free of charge on first incident; repeated replacements due to negligence may incur a fee. Homes on narrow lots, corner lots, or flag lots may request a pickup location variance from Public Works if standard placement is impractical. Carts must not be chained, locked, or weighted in a way that prevents the automated arm from lifting and dumping them. During high-wind advisories, securing lids with carabiners or bungees that release under the hopper lift is allowed. Code enforcement citations for carts left at the curb carry fines up to 500 dollars per day per violation under the Haltom City Code, though first-time warnings are typically issued.
