Colusa County Code Chapter 32 addresses bulky waste through size/handling rules and disposal sites. Bulky items unsuitable for containers must be boxed, bundled or tied and kept to size limits (no longer than 48 inches, no more than 24 inches in diameter, not over 60 pounds) under Section 32-2(d)(3). Large appliances and furniture are excluded from transfer-station drop bins.
"Household waste" under Chapter 32 excludes large objects such as refrigerators, washing machines, dryers, couches, chairs and tables (Sec. 32-1(d)(17)) β those are bulky wastes handled separately. Bulky or other nonputrescible wastes unsuitable for storage containers that are to be hauled by a private collector "shall be boxed, bundled, tied, or contained" so the waste is protected from scattering and is collectable, and when bundled "shall be no longer than forty-eight inches, not over twenty-four inches in diameter, nor to exceed sixty pounds" (Sec. 32-2(d)(3)). After notification, industrial, institutional, commercial and bulky wastes must be removed within 48 hours (Sec. 32-3(b)). County transfer stations (rural drop bins) are for normal household waste only β "no automobiles or portions thereof, large appliances, mattresses, bedsprings, large furniture, refrigerators, washing machines" or commercial/construction waste may be deposited there (Sec. 32-6(b)(2)). For large items, residents self-haul to the Maxwell Transfer Station β which accepts municipal solid waste, green waste and recyclables for a fee and takes white goods (appliances) and e-waste free of charge β or to the Stonyford or Evans Road landfills, with fees set annually by Board resolution. Recology also offers a bulky-item collection service to County customers. These rules apply to the unincorporated county only.
Improperly stored or scattered bulky waste, or dumping large items at a rural transfer station or on private/public land other than an approved disposal site, violates Chapter 32 and is a public nuisance under Section 32-9(a); the responsible party is liable for all pickup and disposal costs (Sec. 32-4(g)). Illegal dumping may also be cited under Chapter 42 with infraction fines and civil penalties.
