MC17-91 §5.01 (Existing Sanitary Landfills) names Colton, Dell Rapids, Garretson and Sioux Falls-Runge as the historic landfill sites but states 'only the Sioux Falls-Runge site has a current operating permit from the state' — meaning Sioux Falls Regional Sanitary Landfill (operated by the City of Sioux Falls under SD DANR permit) is the practical destination for bulk and household waste from the entire county. Landfill location: Sections 34 and 35, Township 101 North, Range 51 West (per SD DANR Solid Waste Program listings). Refrigerant-containing appliances (refrigerators, freezers, AC units) require refrigerant removal/certification before disposal under federal Clean Air Act §608 and applicable state rules. Electronics (cathode-ray TVs, monitors) and lead-acid batteries are subject to recycling diversion: MC17-91 §7.06 requires lead-acid batteries to be 'separated from other waste and recycled.' Household hazardous waste (paints, solvents, pesticides) is collected separately through the City of Sioux Falls Household Hazardous Waste facility, available to Minnehaha County residents.
Disposing of bulk items by dumping on private or public land outside a permitted facility triggers MC17-91 §11.02 (up to $200 fine and/or 30 days jail per occurrence, with each day a separate offense) plus the SDCL 34A-6-87 illegal dumping graduated penalties (Class 1 misdemeanor if 10-2,000 lbs; Class 6 felony if knowingly over 2,000 lbs). Mixing lead-acid batteries into general waste violates §7.06.
