Norfolk participates in the Southeastern Public Service Authority (SPSA) regional waste system and offers single-stream curbside recycling collected every other week in city-issued 95-gallon blue carts. Accepted materials include paper, cardboard (flattened), chipboard, metal food and beverage cans rinsed, aluminum, and plastic bottles and jugs labeled #1 (PET) and #2 (HDPE). Excluded materials include glass (discontinued curbside in Hampton Roads in recent years due to contamination and MRF equipment damage), plastic bags and film, foam containers, scrap metal, clothing, and any plastic marked #3 through #7. Pizza boxes with grease are not recyclable, but clean lids can be recycled. Lithium batteries and electronics must never be placed in recycling carts due to fire risk at MRFs. Glass can be dropped off at a designated Norfolk glass recycling drop site, typically at city transfer locations. Contamination exceeding program thresholds can cause the entire truckload to be sent to the Suffolk Waste-to-Energy facility. Recycling is included in the solid waste utility fee on the monthly city utility bill.
Contaminated carts may be tagged and left uncollected. Repeat contamination can result in cart removal.
