This places Norfolk among the stricter Hampton Roads jurisdictions alongside Virginia Beach and Portsmouth. Permits for public displays require proof of liability insurance (minimum 1 million dollars), site plan review, and fire department supervision. The Norfolk Fire Marshal steps up enforcement around July 4 and New Year Eve, working with NPD on complaints.
