Rocklin uses a single gray-cart, single-stream system: residents put trash and recyclables together, and the Western Placer Waste Management Authority Materials Recovery Facility (MRF) in Lincoln sorts out cans, bottles, glass, PETE plastic, cardboard and newspaper. California SB 1383 (Public Resources Code §42652 et seq.) requires organic waste diversion; in Rocklin compliance is achieved system-wide at the MRF and through the separate green-waste cart, so 'no behavior changes' are required of households per the City's SB 1383 page.
The City's recycling page lists CRV cans/bottles, glass, PETE plastic, cardboard and newspaper as accepted commingled materials. Christmas trees (ornaments, lights, flocking removed) are accepted free December 26 – January 4 at Johnson-Springview Park (5480 5th Street) and Twin Oaks Park (5500 Park Dr). A dedicated newspaper drop-off is located behind the baseball fields at Johnson-Springview Park, 5460 5th Street. Construction & demolition projects must divert at least 65% of non-hazardous waste under CALGreen §4.408.1 (residential) / §5.408.1 (non-residential), per Rocklin's Building Division handout. Commercial generators must also comply with SB 1383 organic-waste recycling rules administered by WPWMA's Placer Recycles program.
Contaminating the recycling stream with hazardous materials or large bulky items may result in refusal of pickup by Recology. C&D projects that fail to meet 65% diversion can be denied final building inspection sign-off.
