Section 13.08.090 governs exactly where a container must sit for collection, separate from the container-type rules in § 13.08.060 and the pickup-frequency rules in §§ 13.08.080 and 13.08.085. Subsection A sets the default placement zone for everything except bins and roll-off containers: within five feet of the curb, or if there is no curb, within five feet of the edge of pavement, or if there is no pavement, within five feet of the edge of the public or private right-of-way. The same subsection imposes a strict set-out window: no container may go out more than twenty-four hours before the scheduled collection time, and none may remain at the collection point more than twenty-four hours after collection, so carts cannot sit at the curb for days on either side of pickup.

Subsection B carves out an accommodation for residents who demonstrate to the city a physical impairment or disability that makes standard placement difficult or impossible, and that no one else on the premises can place the containers for them; those residents may place containers up to fifty feet from the curb, pavement edge or right-of-way instead of the standard five feet. Bins and roll-off containers follow a different rule under subsection C: rather than a curb distance, they must sit in a convenient location that stays accessible to the loading apparatus the hauler uses to empty them.
