Section 13.08.080 sets the baseline pickup frequency for every residence and business establishment in the mandatory solid waste program created by § 13.08.050. Subsection A requires solid waste to go out not less than once weekly unless another subsection applies. Food establishments, defined in § 13.08.020(D) as restaurants, cafes, food stores, stands, processors and similar businesses that sell, process, manufacture or prepare food, must present waste at least twice weekly under subsection C, reflecting the faster spoilage risk in that waste stream. Subsection B gives relief to low-volume commercial accounts: a business establishment with a bin or roll-off that does not generate enough solid waste to justify weekly service may arrange a reduced, city-approved periodic schedule, but only if the container never holds putrescible waste.

The city retains authority under subsection D to flip that relief the other direction, ordering a residence or business to present waste more than once a week whenever necessary to head off an unsanitary or unsightly condition. Subsection E puts the city, not the hauler or the customer, in charge of the actual collection calendar: waste must go out on the day or days specified by the city's own schedule. Because collection runs through the exclusive franchise created by § 13.08.030, missing the specified day means waiting for the next scheduled route rather than arranging separate pickup.
