Rocklin, CA Trash & Recycling: Recycling Rules (2026)

Rocklin adopted its mandatory organic waste and recycling program by Ordinance No. 1143 on January 11, 2022, codified at Chapter 13.10, to comply with statewide SB 1383 organic waste reduction rules. Single-family generators under Section 13.10.030 must place source-separated green container organic waste in a green container and all other mixed waste in a gray container, unless they qualify as self-haulers under Section 13.10.090. Commercial businesses, including multi-family dwellings of five or more units, must subscribe to the two-container service under Section 13.10.040, supply adequately labeled green and gray containers for employees, contractors, tenants and customers, and periodically inspect containers for contamination.

New construction and additions of more than thirty percent floor area must provide accessible green and gray container storage space under CALGreen requirements incorporated at Section 13.10.110. The city may grant de minimis or physical space waivers under Section 13.10.050, and may allow biweekly rather than weekly collection at its discretion. Self-haulers who transport their own organic waste must keep delivery receipts and weight tickets for inspection under Section 13.10.090, and tier one and tier two commercial edible food generators must contract with a food recovery organization under Section 13.10.060.

Rocklin's jurisdiction enforcement official monitors compliance through route reviews, remote container monitoring, and inspections under Section 13.10.120, and issues notices of violation for prohibited container contaminants after three consecutive incidents.
