Lincoln Public Works satisfies its SB 1383 obligation through (1) the weekly mixed recycling cart, (2) the biweekly green waste cart with specific accepted/prohibited material lists, and (3) the 'One & Done Bin' organics program. The City also runs a Commercial Recycling program for business generators required to subscribe to organic and recycling service. Cardboard self-drop is available at Joiner Park and behind Twelve Bridges library for residents without cart capacity.
SB 1383 authorizes jurisdictional penalties on noncompliant generators. Lincoln enforces nonpayment and service violations through Utility Billing ((916) 434-2430). Commercial entities that fail to subscribe to organic waste service violate PRC §42652.5 and may be cited by the City.
