The City of Lincoln operates a Materials Recovery Facility (MRF) at 3195 Athens Blvd where residents can drop off medical waste, electronic waste, cardboard, and other special items. The City also offers free scheduled pickup of automotive fluids and cooking oil and runs weekly Wednesday electronic/universal waste pickups for items containing both a circuit board and a plug. Pickup is arranged by calling Public Works at (916) 434-2450. Cardboard recycling is also accepted at remote drop sites including Joiner Park and behind the Twelve Bridges library. Items not eligible for curbside or City pickup must be self-hauled; illegal disposal in storm drains, vacant lots, or roadsides is prosecutable under California Penal Code 374.3.
Improper disposal of bulky items in the public right-of-way is illegal dumping under Cal. Penal Code 374.3 with a mandatory first-offense fine of $250–$1,000. Mismanaged hazardous waste (paint, batteries, oil) is regulated under Cal. Health & Safety Code Division 20.
