During Central Valley fire-season cleanup and heavy summer pruning, residents can supplement with bulky pickup (call (559) 684-4325) or self-haul to Tulare County's Visalia, Woodville, Earlimart, or Teapot Dome facilities. Open burning of yard waste is generally prohibited by San Joaquin Valley APCD Rule 4103 (Title 17 CCR) — burning grass clippings or leaves in Tulare is illegal nearly year-round.
Putting yard waste in the black trash cart violates SB 1383 and triggers the City's contamination fine schedule ($50 / $100 / $250 for 1st / 2nd / 3rd violations). Oversized branches (>4 in. diameter or >4 ft. length) jammed into the green cart can cause the cart to be skipped for collection. Burning yard waste violates SJV APCD Rule 4103 and Cal.
