Putting non-accepted bulky items at the curb without arrangement leaves the property owner liable for nuisance abatement under TMC § 7.28.030. Improper disposal of e-waste, paint, motor oil, or chemicals can constitute illegal dumping under Cal. Penal Code § 374.3 with fines starting at $250 for a first conviction.
