Tulare residents can request bulky-item pickup of furniture, mattresses, appliances, e-waste, and tires through the City's Solid Waste Division at (559) 684-4325. Hazardous waste, hot water heaters with chemicals, paint, and similar items are not accepted curbside and must go to Tulare County Solid Waste facilities.
Bulky-item collection is a residential courtesy service operated through the City's Solid Waste Division and its hauler. Acceptable items typically include old or unused appliances (refrigerators, dishwashers, microwaves), couches and mattresses, electronic waste (TVs, computers), area rugs, tires, and bagged trash. Not accepted curbside: household hazardous waste (paint, motor oil, batteries, pesticides), spas, pianos, vehicle parts, and any item requiring more than two people to safely handle. Hazardous items must be taken to Tulare County HHW collection events or to the County's transfer/landfill facilities (Visalia, Earlimart, Woodville, Teapot Dome). E-waste is regulated separately under Cal. Pub. Res. Code §§ 42460β42486 (the Electronic Waste Recycling Act); it cannot be placed in trash and Tulare County operates a free e-waste drop-off program. Tires are restricted under Cal. Pub. Res. Code Β§ 42960 et seq. (Waste Tire Hauler program); illegal tire dumping fines under Cal. Penal Code Β§ 374.3 are doubled if the dumped material is used tires.
Putting non-accepted bulky items at the curb without arrangement leaves the property owner liable for nuisance abatement under TMC Β§ 7.28.030. Improper disposal of e-waste, paint, motor oil, or chemicals can constitute illegal dumping under Cal. Penal Code Β§ 374.3 with fines starting at $250 for a first conviction.
