Carts must be placed with the lid closed, the wheels facing the house, and clear of obstacles such as parked cars, low branches, or mailboxes so the automated arm can reach them.
Carts left out past collection day, stored in front-yard view, or staged in alleys are public-nuisance violations under TMC § 7.28.030 and may be cited as municipal infractions. Code Enforcement typically issues a written warning first, then administrative fines under the City's nuisance abatement program; uncollected nuisances can be abated by the City with costs assessed against the property.
