Utah County unincorporated areas do not require permits for private tree removal — Utah follows permissive private property standards. Provo Municipal Code §12.16.010 requires a Parks & Recreation permit before removing, pruning, or damaging any tree in the public right-of-way (park strip between curb and sidewalk) or public parks. Orem Municipal Code §13-14-3 requires Parks Division permits for trees on city property and within 4 ft of sidewalks. Pleasant Grove and Lindon have similar street-tree permit systems. Fee typically $0 to $50 and requires arborist review for trees over 6 in DBH. Heritage trees (see next ordinance) have separate protection. Utah Forest Action Plan and Provo Urban Forestry Master Plan encourage canopy preservation but don't mandate private permits. HOAs in Alpine and Highland may impose private tree rules. Dead or hazardous trees qualify for emergency removal with 48-hour notice to city.
