Orem allows state-approved (class C / division 1.4G) consumer fireworks only on the dates and hours set by Utah Code 53-7-225, and city ordinance 7-2-8 plus an annual restriction map prohibit discharge within 100 feet of any undeveloped areas of the city and within 500 feet of any National Forest or BLM lands.
Utah law (Utah Code 53-7-225) supersedes local rules on WHEN fireworks may be discharged: between 11 a.m. and 11 p.m. from July 2-5 and July 22-25 (until midnight on July 4 and July 24), from 11 a.m. Dec. 31 to 1 a.m. Jan. 1, and 11 a.m. to 11 p.m. on Jan. 1. Discharge outside those windows is an infraction punishable by a fine up to $1,000. Orem City Code 7-2-8 (Discharge of Fireworks) additionally bans igniting fireworks within 100 feet of any place where fireworks are sold, projecting them onto another's property without consent, discharging in any public park (except permitted City displays), and throwing fireworks from or into a motor vehicle or at or near any person. Because of fire hazard, Orem prohibits fireworks within 100 feet of any undeveloped areas and within 500 feet of any National Forest or BLM lands, with the exact restricted zones shown on the City's annual fireworks restriction map. A statewide executive order also typically bans fireworks on all state-owned lands and unincorporated private lands.
Discharging fireworks outside the legal dates/times is a state infraction with a fine up to $1,000 (Utah Code 53-7-225(4)). Violating Orem City Code 7-2-8's location restrictions is a city offense subject to citation and seizure of the fireworks. Anyone who starts a fire with legal or illegal fireworks is liable for the full cost of firefighting and all resulting damage.
