Public-side leaks, in the road or before the meter, are utility responsibility and should be reported to the utility hotline or to county DPW for emergency response.
There are no fines for accidental leaks themselves, but failure to repair a confirmed customer-side leak after notice can result in service shutoff. Tampering with the meter or bypassing service is theft of services and a crime.
