Home In Tacoma Phase 2, adopted 2024, allows missing-middle housing citywide and concentrates higher density along future Sound Transit TLink corridors and existing Pierce Transit BRT routes.
Home In Tacoma is the city's response to Washington House Bill 1110 and the housing affordability crisis. Phase 1 in 2023 reclassified all residential land to allow duplexes through quadplexes. Phase 2 in 2024 layered Mid-Scale and High-Scale residential overlays along transit corridors, including the future Sound Transit TLink Light Rail extension to Tacoma planned for the early 2030s and Pierce Transit Stream BRT routes. In these areas, projects can reach 5 to 6 stories with reduced parking minimums. The reform aligns with WA RCW 36.70A.635 transit-oriented density requirements.
Building above the allowed scale or without required affordability tiers triggers permit denial and code enforcement action.
