Tacoma offers density and height bonuses under TMC 13.06A for projects providing affordable housing in mixed-use centers, allowing extra floors and reduced parking in exchange for income-restricted units.
TMC 13.06A.050 sets up the Affordable Housing Action Strategy bonus framework. Developers in Neighborhood, Community, and Urban Center mixed-use districts can earn additional floor area and height when 8 to 10 percent of the units are restricted to households at or below 60 to 80 percent of area median income. Restrictions run for 50 years and are recorded against the property. Tacoma also offers a Multifamily Tax Exemption under RCW 84.14 for the same areas, providing 8 or 12 year property tax exemptions. The density bonus is layered on top of the base zoning capacity.
Removing or charging market rent for restricted units before the 50 year covenant ends triggers contract breach and tax exemption clawback.
