San Antonio assesses standard development fees on ADUs, but utility connections typically reuse the principal dwelling's tap to limit costs. SAWS (San Antonio Water System) impact fees apply when a separate water or sewer connection is requested. CPS Energy handles separate electric service. Texas has no statewide ADU impact-fee waiver comparable to California.
San Antonio does not have a categorical impact-fee waiver for ADUs. Standard DSD permit fees apply based on the project's valuation and square footage, generally starting at $150 plus plan-review and inspection fees. SAWS impact fees apply when an ADU requests its own water/sewer connection separate from the principal dwelling; SAWS encourages connecting ADUs through the main residence's service. The 2024 SAWS impact fee schedule sets a base water supply fee around $4,000β$6,000 and wastewater impact fee around $2,000β$3,000 per equivalent dwelling unit (EDU) for new connections. CPS Energy may charge service extension fees if a separate electric meter is requested. Drainage, parks, and roadway impact fees may apply for new lots but generally not when adding an ADU to an existing single-family lot. Unlike California's AB 671/SB 13, Texas has not adopted statewide ADU impact-fee waivers.
Failure to pay required impact and utility fees results in permit denial or revocation. Operating an ADU without paid water/sewer connections can trigger SAWS service termination and code enforcement action.
