Short-term rental operators must identify the off-street parking spaces serving the property on the permit application and comply with the parking standards in UDC Section 35-526 applicable to the underlying residential use; on-street parking does not satisfy the requirement.
Under UDC Section 35-374.01 and the STR application requirements adopted by the Development Services Department, every STR permit application must include a sketch or written description showing the location of available parking spaces serving the rental. Parking must comply with the parking tables in UDC Section 35-526, which set minimum off-street parking ratios for residential dwelling units. Single-family detached dwellings carry the same parking obligation whether used as a primary residence or as a Type 1 or Type 2 STR; multifamily and accessory dwelling unit STRs must meet the parking ratio for their unit type. Recreational vehicles, trailers, and commercial vehicles parked at the STR are subject to the standard residential parking restrictions in Chapter 19 (Vehicles for Hire and Traffic) and the UDC, including limits on parking on unimproved surfaces and front yards. Block face density (no more than 12.5 percent of dwelling units on a block face may be Type 2 STRs) is enforced in part to prevent neighborhood parking saturation.
Inadequate or misrepresented parking on an STR application is grounds for permit denial or revocation. Vehicles parked in violation of yard surface or right-of-way rules can be cited under Chapter 19 with fines that escalate for repeat offenses, and three substantiated violations within a 12-month period can trigger STR permit revocation under the 2024 ordinance amendments.
