Operators should confirm zoning compatibility with Community and Economic Development before listing. The city does not currently impose a separate short-term rental registration program; HOA CC&Rs commonly impose stricter rental rules and are enforced privately.
Operating a use not permitted under the underlying VMC Title 20 zoning is a land-use violation subject to Code Enforcement under VMC Title 17. Penalties typically begin with a Notice and Order and escalate to civil infractions. Operating without a Vancouver Business License is also a violation.
