Manteca Municipal Code Title 17, Chapter 17.40 establishes Accessory Structures rules covering detached garages, carports, greenhouses, storage buildings, and similar features. Section 17.40.040 (Development Standards), implemented through Table 17.40.040-1, sets the dimensional standards by structure type. Setback distances are measured to any portion of the structure, including overhangs, projections, and railings. Exact minimum yard setbacks for a carport vary by zoning district (R-1, R-2, R-3, etc.) and lot configuration; the controlling district setbacks are in Chapter 17.26 (Development Standards by Zoning District), and yard measurements and projections rules are in the Yard Measurements and Projections section. Manteca's Planning Division advises confirming the exact setback for a specific parcel because numbers vary with zoning and lot size. Building permits and any required electrical permits are issued through the Development Services Building Safety Division. State law CA Government Code 65852.2 (ADU statute) does not directly govern carports, but a carport that is converted to enclosed living area must meet ADU/JADU standards. Because Manteca is incorporated, San Joaquin County zoning does not apply.
Building a carport without the required permits, exceeding 15 feet in height, enclosing more than three sides without converting to a fully permitted accessory building, exceeding the 30% rear-yard footprint for combined accessory structures, or violating the applicable zoning-district setbacks can trigger code enforcement, stop-work orders, and required corrective work. Unpermitted enclosure of a carport can also trigger ADU-conversion review.
