Garage conversion rules in Erie, PA β sometimes called garage-to-ADU or accessory living unit conversions β govern permits, ceiling height, egress, and parking replacement.
Erie defines a private garage as an accessory building used only to store the occupants' vehicles and personal effects, not for commercial use or outside auto repair. Converting a garage to living space changes its use and triggers zoning review and a building permit; a garage may also host an ADU under Ordinance No. 52-2024.
Under the City of Erie Zoning Ordinance, a 'GARAGE, PRIVATE' is defined as an accessory building or part of a principal building used only for the storage of private motor vehicles and other personal effects of the occupants of the principal structure, and such a garage may not be used for commercial purposes (unless specifically approved) nor for repairs to vehicles other than those registered to the property owner or lessee. Section 103 (Compliance) provides that no structure may be 'converted' or used except in full compliance with the ordinance and after lawful issuance of all required permits, so changing a garage to habitable space is a regulated change of use that requires zoning approval and a building permit. Converting a garage into a dwelling unit also implicates the city's ADU framework adopted by Ordinance No. 52-2024, which recognizes an interior ADU (conversion of existing space) and a detached ADU added to an existing detached garage. Any conversion must still satisfy the Pennsylvania Uniform Construction Code (34 Pa. Code Ch. 403) for habitability, egress and energy requirements.
Converting or using a garage in violation of the ordinance (for example, as unpermitted living quarters or for commercial repairs) is enforceable under Sec. 403 by a civil action with a judgment up to $500 per day plus court costs and attorney fees, with each day a separate violation.
